How It All Started
Tan Sri Datuk (Dr) Haji Mustapha Kamal bin Haji Abu Bakar started his career as a civil servant serving in the district offices in Selangor. He made his debut in the corporate sector as General Manager of Shah Alam Properties Sdn Bhd (now SAP Holdings Berhad), a subsidiary of Kumpulan Perangsang Selangor Berhad (then the sole Investment Holding and Management Company for Selangor). As General Manager, he was responsible for developing a 300-acre land consisting of housing and recreational facilities, including the development of a nine-hole golf course (Darul Ehsan Club) at Taman Tun Abdul Razak, Ampang Jaya, Selangor. He was subsequently promoted as Shah Alam Properties Sdn Bhd Managing Director.
Tan Sri’s diligence and achievements led to his appointment as Special Officer to then Selangor Chief Minister, YAB Dato’ Haji Hormat Rafei, while still being employed by Shah Alam Properties. He left Shah Alam Properties soon after to venture into entrepreneurship, setting up what became the EMKAY Group.
Building affordable and quality homes for the average Malaysian has always been my vision. The basic human need of having a shelter should be made possible for all and this was one of the driving factors why I got into property development.

Backed by an impressive track record of two major privatisation projects in Selangor, namely Bandar Baru Sungai Buloh and Serendah Golf Resort, EMKAY expanded its wings to Perak. In 1994, it was awarded the State’s first privatised development project, Tasik Bukit Merah (Bukit Merah Laketown). In 1995, EMKAY was awarded the Taman Bunga Raya (Bukit Beruntung) and Damansara Damai (Sungai Buloh) projects by the Selangor state government to develop a township which is mainly made up of affordable homes.
A year later, EMKAY embarked on a 791-acre mixed development project – Damansara Perdana. The mammoth project was aimed to re-settle and upgrade the economic standing of the indigenous settlers (orang asli) living in the Bukit Lanjan vicinity.
In 1999 and 2002, some of these projects were injected to MK Land Holdings Berhad.
Since 2006, EMKAY Group privately, has also been making inroads into the office development segment, particularly purpose-built and green office buildings. The Group plays a vital role in the development of Cyberjaya.

EMKAY developed its maiden development project in 1983. Taman Meru Jaya is a 6-acre mixed development in Selangor comprising residential and commercial components. However, it was not until 1985 that the Group got its ﬁrst major breakthrough, when it was awarded by the Selangor State government to develop a new township consisting of residential and commercial units in Sungai Buloh.
Bandar Baru Sungai Buloh – a RM200 million project – was hailed “the ﬁrst ever large-scale privatised property development scheme” in Selangor. Mustapha Kamal’s entrepreneurship efforts were acknowledged with numerous awards and accolades from the success of Bandar Baru Sungai Buloh.EMKAY's second privatisation project was the Serendah Golf Resort in Selangor. Located on a 629-acre land, the high-end Serendah Golf Resort was designed by American golf consultant Max Wexler. With a gross development value (GDV) of RM300 million, the resort development comprises an 18-hole golf course surrounded by a golf complex, 320 bungalows with orchards, 140 luxury apartments plus recreational and tourist centres.
EMKAY's next project was Bukit Mas in Taman Melawati, Kuala Lumpur – a development comprising 30 bungalows, 220 apartments with a clubhouse, swimming pool and jogging track.
EMKAY landed its ﬁrst overseas project in Namibia, when it took up a 20% stake in a consortium – the Malaysian Construction Venture Overseas Sdn Bhd. With a GDV of RM80 million, the task was to undertake the construction, housing and infrastructure works of 606 single-storey affordable houses and shop units in Grootfontien and Ondangwa on a 23.5-acre land.
